This action is for the purchase of supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c) (1). Interested parties may identify their interests and capabilities to respond to the requirement or submit proposals.

This is a notice of intent and not a request for proposals. It is believed that Luminex Corporation is the only source available to provide the supplies at a level of quality required to successfully continue scientific efforts of the CGH/DPDM. This procurement will be processed under the authority of FAR 6.302-1- Only one responsible source and no other supplies will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete the proposed requirement based on responses to this notice is solely within the discretion of the Government. The NAICS Code is 325413.

This notice is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Information furnished shall include enough detail information to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. Responses by Facsimile (Fax) will not be accepted. All vendors/prospective contractors must be registered with the System for Award Management (www.sam.gov) prior to award date. If not registered or active by that date, vendor proposals will be considered non-responsive. Receipt of proposals shall be within 15 days after date of publication of this announcement.
