The Library of Congress (LOC) intends to award multiple Firm-Fixed Price Delivery Orders against existing competitively awarded Library Of Congress (LOC) Basic Ordering Agreements (BOAs) for Serial Subscription Services for 25 FEDLINK member libraries. So as to document that use of the BOAs is not prejudicial to other offerors, the Library is also justifying the awards under FAR 6.302-2 based upon unusual and compelling urgency resulting from an LOC BOA holder's inability to continue providing services. Any delay in the issuance of the Delivery Orders will result in serious injury, financially, or otherwise, to the Government.

This Notice of Intent is not a Request for Quote or Proposal. NO SOLICITATION WILL BE ISSUED AS A RESULT OF THIS NOTICE. Additionally, no award will be made on the basis of quotes or offers received in response to this Notice.
