The National Institutes of Healthâs (NIH), Division of Library Services (DLS) is conducting a market survey to determine the availability and potential technical capability of qualified Small Business Concerns; 8(a) Small Businesses; Woman-Owned; Small Disadvantaged Businesses; HUBZone Small Businesses and Service-Disabled Veteran Small Business Concerns with the capabilities to fulfill this requirement. The vendor should be able to furnish the Library and other libraries or groups affiliated with the NIH with the qualified personnel, field management, facilities, equipment and supplies to serve as a clearinghouse for payment of publisher invoices as well as to place a limited number of new and renewal subscriptions to domestic and foreign serials and periodicals in printed and/or electronic format. The NAICS code for the intended procurement is code 519190. Related services, reports and 24 hr Internet access to the contractorâs online database will also be required. The NIH Library anticipates annually having generating between 130-150 publisher invoices totaling approximately $4.5M; In addition the NIH Library anticipates placing new or renewal orders for approximately 700 unique serial titles covering scientific, technical, and medical and business subjects. These subscriptions are almost entirely for online journals or if necessary print plus online journals. Fewer than 30 titles are acquired exclusively in print. Payment of invoices and procurement of the aforementioned online and print journals will be handled by the successful contractor.
