GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT
Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of state is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.
Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL falls under the Under Secretary for Civilian Security, Democracy, and Human Rights (J) and works to keep Americans safe at home by countering transnational crime, illegal drugs, and instability abroad. INL helps countries deliver justice by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The International Narcotics and Law Enforcement (INL) Section in El Salvador implements programs to build Salvadoran capacity to combat transnational crime and drivers of irregular migration. INL is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for DOS. The Bureau's Police and Transnational Crime and Collaboration Advisor (the Advisor) in El Salvador oversees the INL's Police and Transnational Crime programs in El Salvador.
The Advisor will serve as the on-site expert on a full range of law enforcement related issues. These programs will focus on the border and transnational criminal enforcement program, the regional criminal intelligence and collaboration center, the Government of El Salvador institutional control and accountability project, and other programs as directed by the Deputy Director in INL El Salvador. These related programs have the objective of assisting the police in implementing "best practices" for regional collaboration; enhancing information-sharing related to border security, migration control, reducing transnational crime; and establishing and maintaining higher standards of professionalism and ethical behavior. The Advisor will coordinate these programs with INL's Regional Gang Advisor (RGA) and other Police Advisors, as well as Command level officials in El Salvador and other stakeholders in the region.
The Advisor may provide significant input in strategic planning and development of possible future law enforcement projects in El Salvador, notably information-sharing and transnational crime projects aimed at preventing, disrupting, and dismantling transnational criminal actors and organizations in El Salvador and Central America. The Advisor will serve as INL's main point of contact for GCIF and transnational crime efforts, often working with the interagency (DEA, FBI, DHS, USCG, and DOD) to design and implement strategies and projects intended to increase capacity and information-sharing in El Salvador and the region.
The Advisor will provide technical law enforcement expertise, policy guidance, technical assistance, and training on behalf of INL in support of host-nation efforts to improve national security and public safety in the region.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the San Salvador-based INL Deputy Director or his/her designee, the Advisor will perform the following duties:
1. Review the organizational and operational capacities of the various elements of El Salvador's National Civilian Police (PNC) related to assigned work, including its working relationships with the Ministry of Public Security, the Legislative Assembly, and other stakeholders in the region. In consultation other INL Advisors, the Advisor will develop a plan of assistance promoting effective law enforcement policies and procedures to advance U.S. interests including safety, security, and professionalism within the PNC.
2. Establish collaborative partnerships with all levels of host-country and regional components, facilitating INL and host-country to accomplish identified goals and objectives.
3. Assist the PNC and other security components in developing best practices to implement, oversee, and coordinate efforts, seeking to achieve the goal of crime reduction in a professional and ethical way.
4. Oversee U.S.-GOES efforts to improve USG ability to share information on suspected transnational criminals and identify migrants, especially Salvadoran, Guatemalan, and Honduran migrants, via the Grupo Conjunto Intelligencia Fronteriza (GCIF) and other bilateral/multilateral efforts.
5. Identify training needs by proposing capacity-building options, searching for the most relevant courses in Central America or the U.S.
6. Ensure all projects are in line with the objectives and terms established in the Letters of Agreement, the INL mission, and the Embassy Integrated Country Strategy.
7. Advise and assist in procuring technical services, training, and commodities, as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured.
8. Prepare quarterly and annual reports of the project's progress.
9. Prepare an annual strategic plan for the assigned projects.
10. Attend meetings with U.S. and host government officials as requested, including the regional working group meetings.
TRAININGS & DISTANCE LEARNING COURSES
1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.
2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.
3. Completes the required Grants Officer Representative distance learning (DL) courses through the Foreign Service Institute (FSI) and obtains GOR certification within 90 days of arriving at Post. Certification must continue throughout life of contract.
4. Completes the Foreign Affairs Counter Threat (FACT) course (CT650) course through the Foreign Service Institute (FSI) prior to arriving at Post.
5. Completes INL 101 Training within first year at Post.
6. Completes online EEO and Harassment Training within thirty days of arriving at Post.
7. If applicable - Consultations with the INL Program Office may be required.
PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS
US Embassy San Salvador, El Salvador. This position requires travel within El Salvador, as well as occasional (less than 10%) travel to other Central American countries and to the United States as needed. The Advisor must be willing to work in highly hazardous environments where exposure to verbal and physical threats from criminal elements are highly likely.
RELATIONSHIP
The Advisor will report to and receive direct supervision from the INL Deputy Director, and will also receive assignments and direction from the INL Director and the Embassy Front Office. The Advisor will work in partnership with the interagency and other INL personnel. The Advisor will liaise and coordinate with INL/WHP staff in Washington, DC.
COMPLEXITY
This Personal Services Contract involves planning, organizing, and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions.
SCOPE AND EFFECTIVENESS
The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counter narcotics programs in El Salvador, which is of significant interest to the public and to Congress.

Minimum Qualifications
1. US Citizenship with the ability to obtain and maintain a Department of State Secret level security and medical clearances.
2. Bachelor Degree from an accredited institution with a minimum of ten (10) years of demonstrated professional experience in a related law enforcement field; or,
a. A minimum of twenty years (20) of demonstrated professional experience in the fields of international development, law enforcement, international relations, or public administration.
3. Demonstrate professional experience with a minimum of five (5) years at a management level, particularly in the areas of law enforcement program management, training, and problem-solving methodologies.
4. A minimum of five (5) years of second-line (or higher) supervisory/management experience at a GS-14 level or its equivalent level for other federal, state, or local agencies.
5. Demonstrated Spanish Language capability at the FSI 3/3 level or equivalent (good working knowledge).
6. Demonstrated liaison skills appropriate for work with a wide variety of government, public, and private sector representatives, as well as with foreign government representatives.
7. A minimum of ten (10) years of experience in managing law enforcement and/or foreign assistance program resources, including project analysis, design, implementation, and evaluation.
8. Demonstrated knowledge and experience in U.S. Government regulations, standards of conduct, and ethics.
9. Demonstrated relevant work experience establishing and/or advising programs to combat transnational crime in Latin America.

Factor 1: Coordination and Collaboration (25 points)
Demonstrated relevant experience planning and developing police/law enforcement and anti-transnational crime programs; ability to coordinate with host-country government, civilian, and police officials, and donor community; ability to effectively work in a multi-cultural and overseas environment; and experience deploying techniques and guidance to promote collaboration and coordination in a multi-cultural, multi-national, and multi-agency environment. Demonstrated ability to advise program officers on project implementation and provide guidance on policy decisions related to project goals. Demonstrated experience providing guidance and oversight to host country and regional security and public safety programs, including experience in program planning, implementation, and internal control initiatives.
Factor 2: Development/Implementation (15 points)
Demonstrated competence to serve as role model, building collaborative relationships in support of national security and public safety programs. These skills and experiences must support the development of host-country and multi-national investigative programs, a multi-national criminal-intelligence and collaboration program, and the policies and internal controls needed for its full implementation. Demonstrate past or current experiences that will support host-country's development of institutional internal controls, policies, and enforcement initiatives. Demonstrated experience in establishing coordination with all levels of host-country investigative agencies, border enforcement organizations, policy makers, and regional stakeholders, promoting the development of a cohesive public safety and security strategy. Demonstrated experience successfully working with and building consensus among high-level contacts within the Embassy Country Team and host government is preferred.
Factor 3: Knowledge and Ability (20 points)
Demonstrated competences that would facilitate managing complex projects in an international environment. These competences must include, ability to analyze, identify solutions, develop recommendations, and implement programs, managing all aspects of these projects. Demonstrated experience working in Latin America on law enforcement, transnational crime/border security, and foreign assistance. Ability to communicate effectively in order to contribute to policy planning documents and to make recommendations to leadership and counterparts on INL support for programs. Demonstrated experience managing U.S. assistance programs is preferred.
Factor 4: Program Management (10 points)
Demonstrated knowledge of concepts, practices, and principles including the ability to prioritize requests, develop and track program plans and implementation timelines, and analyze results in order to effectively manage programs that meet United States government objectives. Prior INL and/or USG law enforcement/transnational crime/ security coordination experience, preferably in the Central American context.
