Sole Source Justification
The primary use of the instruments shall be in the National Oceanic and Atmospheric Administration's (NOAA) Mercury/Selenium Ratio Program for the laboratory-based detection and confirmation of Selenium concentrations in domestic and international seafood products.
NSIL provides laboratory-based analytical support to NOAA's Seafood Inspection Program, NOAA Enforcement, US Food and Drug Administration, Customs and Border Protection, and Academia for inorganic elemental analysis in seafood products utilizing two Selenium Analyzers from PS Analytical. These instruments are used to separate and quantify selenium in species using HPLC coupled to hydride- generation atomic fluorescence spectrometry (HPLC-HG-AFS) in tandem with the Millennium Excalibur system for post column reaction and detection.
The PS Analytical Millennium Excalibur Systems and supplemental equipment was solely available from PS Analytical, Inc. The manufacturer of this equipment is the only vendor that can properly and accurately perform the performance maintenance activities.
