This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.
Synopsis/Solicitation N0017820P6400 is issued as a Request for Quote (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.
This requirement is not eligible for small business set-aside.
This Synopsis/Solicitation is being posted to satisfy the requirement under the Defense Acquisition Regulations Supplement PGI 206.302-1(d) and FAR 5.101(a) (1). The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Applied System Engineering Inc. (ASEI) for the following item(s):
Four (4) Selective Availability Anti-Spooning Module (SAASM) Advanced Tactical Navigator (ATACNAV) (PN: ASEI-AN-004-00 Rev B).
Based on market research, it has been determined to be in the Government best interest. These SAASM ATACNAVs will assist in meeting aggressive timelines defined by the sponsorship for support of the fleet and warfighter effort. The ATACNAVs must meet all current configurations, size and weight constraints, ruggedization specifications and functionality. Due to these strict stipulations, the unit has been carefully selected and modified to ensure the proper continuity with already fielded units and cannot be altered in any way that could run the risk of failure.

All responsible sources may submit their technical capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. Your response will not be considered if you have not provided proof of compliance with all solicitation requirements.

Quote is due 27 January 2020, no later than 12:00 p.m. EST.
