THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO SCHWEITZER ENGINEERING LABORATORIES, INC. FOR 351 FEEDER RELAYS FOR THE RAVEN ROCK MOUNTAIN COMPLEX (RRMC). COMPONENTS MUST MAINTAIN FULL FUNCTIONALITY WITH ALREADY OWNED/INSTALLED SOFTWARE AND HARDWARE.
The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of Raven Rock Mountain Complex (RRMC) intends to award a one-time sole source purchase order under the statutory authority of 10 USC 2304(c) (1) as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b)(1)( i): Only one source reasonably available and no other type of property will satisfy the needs of the agency. WHS/AD intends to issue a sole source purchase order to Schweitzer Engineering Laboratories, Inc. 2350 NE Hopkins Court, Pullman, WA 99163-5616 for the following items:

Schweitzer (SEL) Part Number # 0351A056X3J54X2 - 351A/Feeder Protection Relays
These are commercial items that will be acquired under FAR Part 12 and FAR Part 13 procedures. The primary North American Industry Classification System (NAICS) code is 335314 - Relay and Industrial Control Manufacturing. Schweitzer Engineering Laboratories is the only known manufacturer of equipment required for this action.
This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. In the absence of qualified sources, a contract will be awarded under the other than full and open competition procedures, pursuant to FAR 13.106-1(b)(1)( i). Telephonic inquiries will not be accepted. This is not a request for competitive quotes. Any response to this notice must provide clear evidence that competition would be advantageous to the Government in future procurements. All qualified sources must respond in writing not later than 1:00PM EST, 13 February 2018 and submitted via email with confirmation receipt to [email protected]. The subject line in the email shall state "Response to Notice of Intent - SCHWEITZER 351 FEEDER RELAYS." All information submitted should support the offeror's capability to provide the services required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the sole source award.
