Solicitation Documents: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about March 27, 2017.

Description: The intent for this contract is to secure services to stormproof National Forest system roads on the Klamath National Forest. The primary work items include re-contouring and decommissioning roads to a more natural slope, clearing and brushing the roads, removing and disposing of specified existing pipes, installing new corrugated, steel pipes, removing corrugated pipes and associated fill constructing drainage ditches, out-sloping the roads, constructing rolling dips, installing energy dissipaters and seeding and mulching areas in the construction zone. The base package also includes construction of mechanically stabilized walls (MSE). The work items included in this contract will treat roads by removing roads, improving drainage, reducing sediment discharge and improving water quality runoff into the Seiad Creek which is a tributary of the Klamath River, both of which are critical habitat for threatened and endangered aquatic organisms.

Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project.

Location: All roads in the project are located on the Oak Knoll Ranger District of the Klamath National Forest. The Project Roads are located northeast of Seiad. Seiad is located approximately 50 miles northwest of Yreka and 20 miles northeast of Happy Camp, California along Highway 96.

Price Range: $500,000 - $1,000,000

Contract Time: 118 Days

Estimated Start Date: June 1, 2017

Set-Aside: 100% Hub Zone

Bonds: A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award.

Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than date and time indicate on the solicitation.
