Notice of Intent to Sole Source Award for Separation of SEG+ Concentrate.

The Defense Logistics Agency, DLA Strategic Materials intends to obtain individual Rare Earth Oxide (IREO) separation services for Samarium-Europium-Gadolinium (SEG+) Concentrate. This SEG+ Concentrate is principally composed of the rare earth elements Samarium, Europium, and Gadolinium, but it also contains significant quantities of Dysprosium, Terbium, Yttrium, and other valuable rare earth elements. The intent of the contract is to separate Government Furnished Material (GFM) and transfer IREOs (Individual Rare Earth Oxides) to a DLA Strategic Materials Depot in Hammond, Indiana. The GFM will be offered to the Contractor in two phases: Low Rate Initial Separation and Full Rate Separation. During Phase 1 (Base Period), Low-Rate Initial Separation, the Contractor will conduct bench scale laboratory test separations of approximately 2 -10 kg of GFM with delivery of the separated products to DLA within six months of award. During phase 2 (Option Period), Full-Rate Separation, the Contractor will process 500 kg of GFM with delivery within twelve months of Notice to Proceed.

DLA Strategic Materials Directorate of Contracting located in Fort Belvoir, VA intends to award a firm fixed price (FFP) contract on a sole source basis to Rare Earth Salts Separation & Refining, LLC., located in Beatrice, Nebraska.

The period of performance shall be nine (9) months for the base period and twelve (12) months for option period for a total of twenty-one (21) months. This action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code for this effort is 325180, Other Basic Inorganic Chemical Manufacturing, with a size standard of 1000 employees.

The Government intends to solicit only with Rare Earth Salts Separation & Refining, LLC., and to award this requirement under the authority of FAR 13.106-1(b)(1), Soliciting from a Single Source for Purchases not Exceeding the Simplified Acquisition Threshold. The anticipated award date is no later than September 30, 2019. The prospective contractor must be registered in the System for Award Management (SAM) database in order to be eligible for award.

This notice of intent is not a request for competitive proposals. There is no solicitation document. No Request for Proposals will be issued. However, all information received within ten (10) calendar days from the publication of this notice will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within the discretion of the Government.
