THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATON INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. National Oceanic and Atmospheric Administration (NOAA) intends to solicit and award a firm-fixed price contract with a base and two (2) option periods under Federal Acquisition Regulation (FAR) Part 13.5. This requirement is being solicited on a full and open competitive basis. The North American Industry Classification System (NAICS) code for this acquisition is 541511 size standard of $23M. DOC/NOAA/NESDIS Acquisition Management Division intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR Subpart 6.302.1, Other Than Full and Open Competition U.S.C. 253(c)(1)Only one responsible source and no other supplies or services shall satisfy the agency requirements. The proposed source is GALORATH, INC., EL SEGUNDO, CA 90245. This item is being purchased for the GOES-R program for Source Evaluation Board in helping to estimate its software cost for all program office estimates. SEER for software is an industry standard for software size and cost estimation that is used by both government evaluators as well as industry developers for estimating software. SEER is the software estimating tool that bidders for the GOES-R Ground Segment use to format and compile their proposal inputs. This purchase also includes software maintenance upgrades and unlimited telephone support. The items being purchased are as follows: 1. SEER for Software - Estimator Edition; Annual Site License for Up 25 users; 2. Shipping (2 day service). The Government intent is to procure yearly a software maintenance updated. This procurement action accomplishes this requirement. The National Industry Classification systems (NAICS) code is 541511, and the size standard is $23M. The Government reserves the right to cancel the solicitation, with no obligation to the offeror by the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. The award will be made to the best overall value and technically acceptable offeror who meet the requirement.
