This item is being purchased for the GOES-R program for Source Evaluation Board in helping to estimate its software cost for all program office estimates. SEER for software is an industry standard for software size and cost estimation that is used by both government evaluators as well as industry developers for estimating software. SEER is the software estimating tool that bidders for the GOES-R Ground Segment use to format and compile their proposal inputs. This purchase also includes software maintenance upgrades and unlimited telephone support. The items being purchased are as follows: 1. SEER for Software - Estimator Edition; Annual Site License for Up 25 users; 2. Shipping (2 day service). The Government intent is to procure yearly a software maintenance updated. This procurement action accomplishes this requirement. The National Industry Classification systems (NAICS) code is 541511, and the size standard is $23M. The Government reserves the right to cancel the solicitation, with no obligation to the offeror by the Government.
