Request for Proposal- FY21 Security System Procurement for PEO Missiles and Space, The Tactical Aviation and Ground Munitions (TAGM) for 32 Cameras and 26 dual read access control modules for Buildings 3301 w/extension and 3303 PERIOD OF PERFORMANCE: Six (6) months from date of award. Please accept this letter as the official Request for Proposal (RFP) on behalf of the United States Government (USG). Below are the Contractor’s (RFP) requirements: 1.Provide a formal proposal in accordance with the Performance Work Statement (PWS)and include a total cost summary for subject listed. 2.Provide proposal on company letterhead and address ‘attention to’ Contract SpecialistRoderick Apklins. 3.Provide 5 digit Commercial and Government Entity (CAGE) Code that allows companyto conduct business with the Federal Government within quote or email response. Formore information on CAGE Codes please visit https://www.sam.gov. Please note thatCAGE Code must be active during Award and Period of Performance. 4.Submit electronic proposal or “no-bid reply” in response to attached Performance WorkStatement no later than closing date Friday, 12 February 2021, 3:00 PM CentralStandard Time. Any “no-bid reply” must include a brief statement as to why you areunable to perform. 5.This effort will be awarded as Firm Fixed Price. USG Contracting Protocol. Contractor shall not take any direction from anyone other than the ACC-RSA Contracting Office. •Contracting Officer Representative (COR) - Provides the technical and programexpertise necessary to develop and manage the contract. CORs only haveauthority to work on contracts to the degree they have been formally delegatedsuch authority by the KO. The COR assigned to this task order can communicateas a liaison but cannot give direction on behalf of the Contracting Officer. •Contracting Officers (KO) - Serves as the Government's "agent" and areresponsible for the business aspects of the contract and for ensuring adherence toprocurement laws and the regulations contained in the FAR. The KO isresponsible for ensuring performance of all necessary contracting actions,compliance with the terms of the contract and safeguarding the interests of theUnited States in its contractual relationships. Legally, it is the KO, who isresponsible for ensuring the integrity of the contracting process. All contractualdirection comes from the KO. •Contractor- The contractor is considered as the third party. They provide theproducts and services to the Government. The Contractor may communicate withthe HQ AMC team members but can ONLY take direction from the KO. This Request for Quote incorporates FAR Provisions 52.204-24 and 52.204-25 and requires signed representation, assertions, and disclosures at paragraph (d)(2) of thenclosed letter (Attachment 002). This information shall be completed, signed and submitted with the offeror’s quote to be considered compliant. The official USG contract will be signed by the Contracting Officer, Courtney R.
