This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation Offutt_Kubota_2018 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97 (effective 06 Nov 2017). This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 336999 and the small business size standard is 1,000 EMP. The following commercial items are requested in this solicitation;

CLIN 0001 - Kubota Utility Vehicles
Specific requirements for this project include but are not limited to:

• 24.8 HP 3CYL
• Diesel
• 4WD
• Color shall be Orange
• Cab/Heat/Air equipped with a 777000 Radio or equal
• V5282 or equal Work Lights
• V5283 or equal Rear Work Lights
• V5256 or equal Turn Signal
• Hazard Lights
• Engine over-heat monitor with engine Watchdog or equal siren and light
• Contractor shall provide Kubota RTV-X1100CW-H, or equal

FOB: Destination. Products will be delivered to 307 Sac Blvd., Hanger 4 on Offutt AFB, Nebraska.
The following provisions and clauses apply to this requirement:

- FAR 52.212-2 Evaluation -- Commercial Items and award will be made to the lowest priced quotation that meets the physical, functional, and performance criteria outlined in CLIN 0001

- FAR 52.212-4, Contract Terms and Conditions-Commercial Items;

STATEMENT OF NEED
55th Security Forces Squadron/ Kubota RTVs
1. This requirement is for two (2) Kubota Utility Vehicles (Or equal) for the Security Forces Squadron on Offutt AFB. Contractor shall provide two (2) Kubota RTV-Xll00CW-H (or equal) to meet required specifications below.

2. The provided items shall meet or exceed the following requirements:

• Kubota RTV-X1100CW-H or equal
• 24.8 HP 3CYL
• Diesel
• 4WD
• Color shall be Orange
• Cab/Heat/Air equipped with a 777000 Radio or equal
• V5282 or equal Work Lights
• V5283 or equal Rear Work Lights
• V5256 or equal Turn Signal
• Hazard Lights
• Engine over-heat monitor with engine Watchdog or equal siren and light


3. Contractor shall provide products that meet or exceed requirements above.


PASS AND IDENTIFICATION/BASE ENTRY
AF Form 75, Vehicle Visitors Pass, is required for all Contractor employees and vehicles. AF Form 75 is available from Security Forces personnel at the STRATCOM Gate (South entrance). Contractor shall ensure the pass and identification items required for contract performance are obtained and renewed (as required) for employees and non­government owned vehicles. Contractors shall access the base using the STRATCOM Gate and are subject to vehicle search. Contractors will be responsible for escorting all material trucks required for the project from the STRATCOM Gate to the job site and back off base. Escort privileges must be included in the AF Form 75 request for an individual to be an escort.

INSPECTION/ACCEPTANCE
The contractor will conduct all equipment function checks to ensure everything runs properly in accordance with all specifications within the equipment manuals.
