The U.S. Government Publishing Office (GPO) intends to issue a sole source contract in accordance with MMAR 6.302-1 for Secure Turnstile Equipment from Boon Edam, 402 McKinney Pkwy, Lillington, NC 27546. Boon Edam is the sole owner, manufacturer, and sole distributor of the Smart Card Durability Testing Equipment. The GPO has identified only one soucre that could meet our requirement. Due to immediate need of this critical item and to maintain GPO's need of equipment there is not adequate time to test, approve and manufacture this product to meet our delivery schedule. GPO will seek other sources to meet our requirements in the future.  Under the Authority - Citations: 41 U.S.C. 5(3). Pursuant to FAR 6.302-1(a)(ii) " Only one source will satisfy agency requirements", for this critical product.  This notice is not a request for proposals nor a solicitation of offers. A determination by the Government not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responses shall be sent to Contracting Officer Carol B.
