1. The Commonwealth is seeking to purchase Internet Protocol (IP) Addresses through a transfer facilitator/broker. A one (1) YEAR MASTER AGREEMENT WILL BE AWARDED FROM THIS RFB SOLICITATION To purchase approximate one (1) to three (3) /24 blocks of IPv4 Addresses. (1 block = 256) Each block shall be contiguous. Quantity-Approximate 768 IPv4 addresses SPECIFICATIONS: -Facilitators shall be registered with American Registry of Internet Numbers (ARIN). -Any bidder shall: 1. Have the necessary IPv4 blocks in inventory and available for immediate transfer upon award of contract. This includes verification that: - The seller has the legal rights to the blocks in inventory. - The IPv4 blocks are free and clear of any liens. - All IPs offered for sale are in good standing and are not on any global blacklists, including those shown on Attachment D. - The IPv4 blocks have been removed from all global routing tables. 2. Fully manage the IPv4 transfer process, including all communication with the seller and offer 24x7 phone support. 3. Offer a secure payment process that ensures payment to the seller will not take place until the IPv4 is verified to have been transferred to the Commonwealth via public WHOIS records. Note: Prior to the initiation of the transfer process, the vendor will confirm in writing to the Agency that the IP's are free and clear of all liens. IP ADDRESS COST PER BLOCK, PHONE SUPPORT AND BROKER COST SHOULD BE INCLUDED IN BID OFFER
