The Drug Enforcement Administration (DEA) intends to award a sole source firm fixed price purchase order to General Dynamics Mission Systems, Inc., 8201 E. McDowell Rd. Scottsdale, AZ 85257, for the purchase of (215 quantity) Sectera vIPer secure telephones. The award is based on the company's unique ability to satisfy the agency's requirement. The Sectera vIPer secure phones are approved by the National Security Agency (NSA) which allows for classification levels from Top Secret and below. This notice of intent is not a request for competitive quotations. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(c) the justification is attached with this notice. In accordance with FAR 5.207(c)(16)(ii), vendors that understand and can meet the Government's requirements detailed in the Justification for Other than Full and Open Competition may submit a written response with sufficient relevant details to demonstrate existing capabilities. This submission shall be considered by the agency. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.
