The U.S. Secret Service (USSS) intends to negotiate on a sole source basis with General Dynamics Mission Systems for 258 Sectéra vIPer Universal Secure Phones. See attached JFOC for details concerning this acquisition. Sectéra vIPer Universal Secure Phones is exclusively produced, supported, and distributed General Dynamics Mission Systems located at 8201 East McDowell Road. Scottsdale, AZ 85257

The selected contractor must have the ability to provide National Security Agency (NSA) approved Sectera Viper Universal Secure Phones. The phone, is the only phone certified by NSA for wired Voice over IP use and is interoperable with other STE equipment, according to General Dynamics. This notice of intent is neither a request for quotation nor a solicitation of offers.
Based on this requirement, the Government intends to solicit and negotiate with one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. No formal solicitation package is available.
