The purpose of this amendment is to provide questions and answers for this requirement in the attached document and to extend the due date for proposals until 07/19/2012 at 5:00 pm Eastern Time. No further questions will be answered following this amendment. All other terms and conditions remain unchanged.

This is a combined solicitation/synopsis.
The purpose of this acquisition is to provide the United States Secret Service's Cyber Intelligence Section (CIS) the ability to efficiently index and search electronic evidence obtained from cyber criminal investigations.
The contractor shall provide a search tool client that provides the USSS searching capabilities of its evidence in accordance with the following minimum requirements:

•· The search tool shall function as a standalone product; Remote access will not be allowed

•· The search tool will be used in air gapped network

•· Robot crawler

•· Includes hosts via grep, exclusion by host names and suffixes

•· Continuous indexing

•· File Transfer Protocol (FTP) indexing login option

•· Index logging options

•· Flexible query parsing.

•· Includes approximately fifteen relevance quality adjustment options.

•· Caches original page for display.

•· Indexes keywords, descriptions, META data tags, and user-defined META tags.

•· Indexing can specify weighting for page structures.

•· Indexes HTML, XML and TXT files. External file format converts for PDF, PostScript, Microsoft Word, etc.

•· Supports Boolean search, phrase matching, attribute search, fuzzy matching, stemming, stop words, and wildcards.

•· Keyword highlighting in search results.

•· Retrieves all pages matching every query item.

•· Defaults matching all words in the query.

•· Matches without case-sensitivity.

•· Metadata search options include exact matching, partial matching and whether the metadata field exists

•· Uncompress tar files, gzip files, compress and deflate formats.

•· Automatic language and character-set detection can recognize multiple single-byte character sets in a document.

•· Supports many character sets including UTF8, Chinese (BIG5 and GB2312), Korean (EUC-KR), JIS, Japanese (Shift-JIS), MIK, KO18-R, KO18-U, Unicode, Windows1251, CP866, Cyrillic, Mac Cyrillic, ISO/IEC 8859-5.

•· Use a SQL database back end;

•· Offers mirroring and search clustering server options.

•· Includes front-end systems in HTML, HTML5, PHP, CGI and Perl.

•· User-editable HTML templates for search results.

•· Performs query tracking for later analysis.

•· Support for product issues must be available in a timely manner

•· Contains a media to edit and/or add custom documents

• The contractor shall provide installation and training on the use of the search engine

• The contractor shall provide maintenance and support for the search engine.

• For software solutions, the offeror shall provide a telephonic response during normal business hours, times can be flexible.

• The contractor shall provide onsite maintenance for hardware solutions with a five (5) business day response time.

A 30-day test of the proposed solution will be required in conjunction with submission of offers.
