The Government intends to solicit and negotiate on a sole source basis with Sea-Bird Electronics Inc., 13431 NE 20th Street, Bellevue, WA 98005 for the following requirement: The requirement is intended to purchase twenty (20) SEB 37SM-1J-2 CT MicroCAT conductivity and Temperature Recorders with serial interface and 8 MB flash memory. Delivery to be delivered for NOAA, National Data Buoy Center (NDBC), Operations Branch, Building 3203, Stennis Space Center, MS 39529-6000. In order to comply with the debt collection act of 1966, all contractors must be registered in the System for Award Management (SAM). Authority: 41 USC 253(c) (1). The FSC for this is 2090 and the NAICS code is 334519¬¬¬¬¬¬¬¬¬¬, small business size standard is 500.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 2:00pm, December 20, 2012 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required study and survey. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. Inquiries will only be accepted via email to [email protected].

Sole Source:
The NDBC is implementing a technology refresh of existing TAO Tropical Atmosphere Ocean Array program stations. In the program development, NDBC led a sources sought effort to acquire a vendor to supply various sensors that use serial and inductive modem communications. Sea-Bird Electronics was the only responder and thus was selected to supply serial and inductively coupled salinity, temperature, and pressure sensors for the profiled array on climate quality platforms and the TAO project. The new TAO refresh system was designed around these sensors. This includes the hardware and software interfaces including shoreside processing. The TAO refresh system was commissioned by the NDBC in 2010 and the NDBC is implementing the conversion.
Consistency I n the behavior of these ocean monitoring sensors over time is critical to the long term study of the parameters being monitored. The temperature/pressure sensor must be able to maintain the same accuracy and resolution as the previous sensors used on these projects. As the manufacturer of the previous sensor used in the TAO array, Sea-Bird Electronics is the only known source of supply to meet this requirement.
