On behalf of the Army Public Health Command (APHC); the US Army Medical Research Acquisition Activity (USAMRAA) is seeking a Historically Underutilized Business Zones (HUBZone) program contract, that has the knowledge and capabilities to perform data validation of Sample Delivery Groups (SDGs). The NAICS Code for this requirement is 541620, and a PSC of F999. The objective of this requirement is to support/perform data validation.
The Contractor shall provide data validation on Sample Delivery Group (SDG) in accordance with the identified Scenario in the attached Performance Work Statement (PWS). The Government has two known projects that will require validation of SDGs each year. However, potential exist to have other projects that will require data validation, a separate surge CLIN represents the potential need to execute those requirements and has an estimate price of $15,000.00 per period of performance (POP).
Scope:
The APHC is requesting a contract to support/perform data validation. The criteria used to perform the data validation will generally be (in this order of priority): the project Quality Assurance Project Plan (QAPP), specified analytical methods/SOPs, then finally the current version of the National Functional Guidelines (NFG), coupled with any Environmental Protection Agency (EPA) Region-specific data validation criteria. If data validation criteria is not available in the QAPP (for a specific QC element to be reviewed), the applicable analytical method or Standing Operating Procedure (SOP) would then be consulted, and so on. If the QAPP contains all the criteria needed to perform data validation (not likely), the methods would not have to be consulted.
Data validation will be of Sample Delivery Groups (SDGs) provided by APHC. A SDG could be 1-20 samples that could consist of Thirteen (13) different analysis types. APHC will identify the analysis requirement upon submission of Data Validation request. The Government has 2 projects identified each year that will require data validation of SDGs however there are potential Possible Parameters and Methods include but are not limited to those in the attached PWS.
No reimbursement will be made of any costs to provide information in response to this announcement or any follow up information requests. A templated pricing sheet is attached; interested parties CAN use the sheet to provide their pricing if it is their preference. Interested parties should ONLY fill in the yellow cells of the three worksheets (Base Year, Option Year 1, and Option Year 2), the workbook has embedded formulas in the remaining cells. Accurate calculation and final prices proposed are the responsiblity of the interested party.
Submissions of offers should include, at a minimum, the specifications in CLAUSE 52.212-1. This solicitation does not constitute a commitment by the Government. Each response must reference the solicitation title. All proprietary information should be marked as such.
