On post counseling would be limited if at all. Most employees would prefer
to visit a counselor off post, in the surrounding area.

None on base.

operation, locations and how many counselors are required for on-post duty.
No, no counselors on post.
7. The supervisory training sections mentions developing a training
module and also providing face to face training. Is the requirement for
face to face training at all locations annually or a web-based version?
What is preferred? How many live-onsite sessions are required across all
facilities annually?
Face to face training for both supervisors (explain how EAP can benefit
supervisors and what it offers) and separate training for employees (what
the EAP offers and how it can help)
8. Do you require employee training and will webinar/webcast format
suffice?
Face to face training is required.
9. In the SOW page 9, Para: 3.2, states that all personnel working the
contract need to be vetted through JPAS. Will this apply to only counselors
coming on-post or all counselors and office staff with the vendor and its
affiliates? (This could be several hundred people spread across several
states.)
This would apply to counselors who work on post. I don't expect that. I
expect employees to be referred to counselors off post. For training
sessions counselors and staff would only be required to get a visitor
security badge while on base
