The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract under the authority of 10 U.S.C.2304(c)(1) and in accordance with FAR 6.302-1(a)(2) to Cepeda Associates to provide technical services to PHNSY & IMF for the inspection, maintenance, and repair of #1 and #2 scrubbers and #1 and #2 burners onboard a Los Angeles-class submarine.  Cepeda Associates is the original equipment manufacturer (OEM) and is the only one that can perform this work onboard Naval 688 Class Submarines. Additionally, Cepeda has the required models of scrubbers and burners on all 688 Class Navy Submarines.

In accordance with DFARS PGI 206.302-1, a sources sought notice (ID# N32253-21-R-0004) was posted to the Government Point of Entry (GPE), beta.sam.gov, from 19 March 2021 – 23 March 2021 to determine whether other sources could satisfy this requirement. The Government received no responses from industry indicating capability in performing the requirements.
