Government First Article Testing (FAT) and Contractor Production Lot Testing (PLT) apply.
The required delivery is as follows:
192 days ARO: FAT samples due
120 days: Government evaluation of FAT samples
30 days: PLT due
192 days: Production units due
534 days ARO = Total delivery inclusive of FAT and PLT
222 days ARO = Total delivery with FAT waived and PLT still applies
Surge requirements do not apply.
The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. The OEM is NORTHRUP GRUMMAN (CAGE 26512) under P/N 123SCAM500. The approved sources are LINEAR MOTION (0A335), P/N 5700751 and THOMAS INSTRUMENT (5H860), P/N 88417-10.
This solicitation will include provision 52.215-9023, Reverse Auction. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Alternate offerors must submit a Source Approval Request (SAR) package along with a completed copy of the solicitation in order to be considered for award.
Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
In order to receive an award, regardless of dollar value, contractors must be registered in Central Contactor Registration (CCR). The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. The estimated solicitation issue date is 04/23/2012.
