This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.
This purchase will be made utilizing Simplified Acquisition Procedures:
• Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $150,000.
• FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000.

The Naval Research Laboratory (NRL) intends to award a sole source purchase order to

Set of four, enriched-lithium CLYC, 75mm-diameter, scintillation crystals on
PMT with base. Each CLYC crystal is 75 mm nominal diameter and 75 mm nominal
length. Each crystal is mounted to its own PMT with included base. Two of the scintillation crystal assembles have a CLYC scintillator with a Lithium
enrichment of at least 95% 6Lithium. Two of the assemblies have a Lithium
CLYC enrichment of at least 99% 7Lithium. The two styles of lithium enhrichment are described below. (The model numbers are different.)

RMD Scintillation Crystal Model Number: CLYC_75_PHI_75_P_120 w PMT and base A
packaged Cs2LiYCl6:Ce (abbreviated CLYC) scintillation crystal assembly
with photomultiplier tube. For detection of neutrons and gamma photons.

The natural abundance of stable lithium (Li) isotopes is approximately 7.5% 6Li and 92.5% 7Li. In these scintillation crystals, the lithium element is
enriched to at least 95% 6Li with the balance as 7Li. These CLYC
scintillation crystals are suitable for analytical techniques of pulse
height analysis (PHA) and pulse shape discrimination (PSD).

CLYC scintillation crystal is 75 mm diameter x 75 mm length. The "CLYC"
material is hygroscopic and is protected from moisture by package. Packaged
scintillation crystal supplied in RMD's standard housing which includes
scintillation crystal, scintillator packaging, photomultiplier tube, and
mu-metal shielding. If desired, assembly drawing may be modified or
specified further by mutual agreement between RMD and customer. Treat the
packaged scintillation crystals with care.

A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
