Operational Contracting, US Air Force Academy intends to award a sole source purchase order utilizing simplified acquisition procedures to the American Chemical Society (Chemical Abstracts Service) for the continued access to SciFinder Scholar, an online database.

This service will be used by Cadets, Faculty and Staff to support chemistry classroom research and courses. The service can be integrated into classroom instruction allowing greater flexibility, individual student interactions and more precise searching than could be possible with printed resources. The substructure module (SSM) allows Cadets to draw chemical structures then search the database for chemical reactions or functions. This feature is unique to this database and is impossible to replicate through printed materials.

Supplies and/or services are available from only one responsible source. No other type of supply or service will satisfy agency requirements. Interested persons may identify their interest and capability to meet this requirement. This Notice of Intent is NOT a request for competitive proposals. If no response is received by November 22, 2010 to the effect that comparable supplies and/or services are available that would be more advantageous to the Government than obtaining these supplies and or services though a sole source procurement with the American Chemical Society a sole source award will be made.
