The Uniformed Services University of the Health Sciences (USUHS), the Department of Defense Medical School and Health Sciences University, hereby announces its intent to negotiate on a sole source basis with Elsevier, Inc. in New York, NY to purchase electronic Science Direct backfiles Biochemistry, Genetics and Molecular Biology plus one(1) supplement and Immunology and Microbiology plus one(1) supplement.  These electronic backfiles consist of journal content published by Elsevier prior to 1995. The electronic backfiles will be used by all USUHS faculty, students, and staff for purposes of teaching and research. This is IAW FAR Part 12 - Acquisition of Commercial Items and FAR Part 13- Simplified Acquisition Procedures. For this procurement, the applicable NAICS code is 519130 (Internet Publishing and Broadcasting and Web Search Portals) with a size standard of 500 employees.

Elsevier, the publisher and copyright holder of the backfiles, is the only vendor that could provide electronic Science Direct backfiles.

This award is IAW FAR Part 13.106(b) and authorizes USUHS to award contracts when only one source and no other supplies or services will satisfy agency requirements. This is not a request for quotes (RFQ) and a solicitation will not be issued.
