The National Science Foundation (NSF) intends to procure, on a sole-source basis, access to the Science Citation Index Database Direct from Elsevier, Inc. from the date of award through December 31, 2011. Access to these publications is needed by NSF program officers in order to help them evaluate grant proposals, find possible grant reviewers, and keep up to date in their fields of scientific expertise. The NSF Library, through the National Research Library Alliance (NRLA), brokered an agreement with Elsevier to gain electronic access to full text Elsevier journals. Under the terms of this agreement, NSF gains desktop electronic access to a list of shared titles in the NRLA consortium.
Elsevier is the publisher of these titles and the only source for these journals, to which it holds the copyright, this electronic access is not available through any other source.
The proposed contract action is for services for which the government intends to sponsor with only one source under the authority of FAR 12.106. This notice is not a request for competitive proposals. This synopsis is for information purposes only.
