It is the policy of SCDMH to seek accreditation for rehabilitation programs operated by CMHC’s and Morris Village Alcohol and Drug Addiction Treatment Center. There are only two accrediting organizations in the medical facility field that are recognized nationwide; Joint Commission on Accreditation of Health Care Organization (JCAHO) and CARF. JCAHO only accredits entire facilities such as hospitals, not individuals programs within a facility. CARF is the only nationally recognized accrediting body for programs such as those operated by CMHC’s and Morris Village. The client population served is psychiatrically and medically stable. Because JCAHO standards are based upon a hospital setting (client population that is psychiatrically and/or medically unstable), they are not applicable to the rehabilitation model used in the CMHC’s and at Morris Village. Sole Source will be for five years at $50,000 annually For these reasons above, this vendor is determined to be the only suitable and acceptable offeror and the price is fair and reasonable.
