Title: Scanning Electron Microscopy (SEM) and Raman Spectroscopy - SEMSCA
The Federal Bureau of Investigation (FBI) intends to award a non-competitive, firm fixed price, sole source contract to Renishaw, Inc., 5277 Trillium Blvd, Hoffman Estates, IL 60192 under the authority of FAR 6.302-1, Only One Responsible Source Available. The FBI requires a Scanning Electron Microscope Structural Chemical Analyzer (SEMSCA) in order to attach and interface JEOL, Inc.'s Scanning Electron Microscope (SEM) and the Renishaw, Inc.'s Raman Spectrometer. The SEM is a stand-alone instrument that uses a high powered electron beam to create magnified images up to 250,000x of a sample. The Raman Spectrometer is a stand alone instrument that provides chemical information about a sample through its lasers interaction with the specimen at 10x-50x magnification. By connecting these two stand alone instruments, it will enhance the capabilities of both units by allowing the SEM to obtain chemical information on the image of interest as well as magnify the Raman Spectrometer's image to 25,000x - 5,000x its normal ability. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, Renishaw, Inc. is the only responsible source that can provide an internal upgrade to its own product, the Raman Spectrometer, and Renishaw is the only known vendor with the SEMSCA attachment, to include hardware and software, that can customize and ensure compatibility to the FBI's existing JEOL, Inc.'s SEM system.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13.
