DESCRIPTION:
The Department of Commerce, NOAA, National Weather Service (NWS), Dissemination System Branch W/OPS17, intends to negotiate on sole source basis, under authority of Federal Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with the Kathrein Inc., Scala Division, P.O. box 4580, Medford, OR. 97501-0182 to provide proprietary scala antennas. Vendors who believe they can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmation response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements.
SCALA ANTENNA ACCESSORIES
All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements.
NOAA Weather Radio All Hazards (NWR) Program, the National Weather Service (NWS) has a requirement for spare antennas and associated equipment for the NWR Transmitters. The NWR transmitter network consists of approximately 1000 transmitter sites with associated transmitting antenna elements included. Approximately 25% of the network transmitter sites incorporate antennas manufactured by the Kathrein Inc., Scala Division. The NWS requires antenna elements and parts to support the existing Kathrein Inc., Scala antennas which require that individual elements of these antenna systems be interchangeable with existing like antenna systems. The equipment to be acquired must be interchangeable with the existing Kathrein Inc., Scala Division broadband half-wave dipole antennas used as part of NWR Transmitter installations. The Kathrein Inc., Scala Division is the sole manufacturer of the HDB-155 antenna elements that are being used within the NWR (NOAA Weather Radio) transmitter network. The HDB-155 antenna element is proprietary and the government does not have any schematic drawings. These antennas elements are installed in climates where severe snow and ice storms are routinely experienced and the HDB-155 antenna element design has demonstrated the ability to withstand severe weather conditions. The Government has purchased these units from Kathrein Inc., Scala Division for the past five years with excellent performance and reliability. This procurement will provide additional units for continued support and network expansion.
A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmation responses must be received within 10 days after publication of this synopsis. No telephone requests will be honored. Award will be made under FAR Subpart 13. (See Note 22).
