The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement for high-performance synthetic lines for nest-mooring ships in the National Defense Reserve Fleet .
This procurement is a small business set-aside. In order for a firm to qualify as a small business on a small business set-aside, it must either manufacture the end-item being purchased or provide the product of a small business manufacturer (the second is also known as the Nonmanufacturer Rule). See FAR 52.219-33, Nonmanufacturer Rule, which is incorporated by reference. Items proposed from a large business manufacturer will make an offeror ineligible for award.
