The Department of Veterans Affairs, Network Contracting Office (NCO) 10, 260 E University Ave. Cincinnati, OH 45219, intends to award a sole source purchase order contract to Satisloh North America Inc, N106W 13131 Bradley Way, Germantown, WI 53022, to upgrade the Indianapolis VA Medical Center Eyeglass Grinding Optical VFT Orbital 2 equipment. This acquisition is a follow on to the initial awards in 2012, 2014, and other upgrades through 2022. Upgrading this system has continued the past ten years and now includes the items listed in the description section.  This procurement is in accordance with FAR Subpart 16.505(b)(2)(i)(B): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or NAICS Code 339115, Ophthalmic Goods Manufacturing. The size standard is 1000 employees. Peripheral Equipment for the installation and coupling with the conveyor as well as the IT software system applies to this procurement. Satisloh North America Inc is classified in the Dynamic Small Business Search (DSBS) as a small business concern. This follow-on procurement consists of procuring, installing, integration with software, removal, a trade-in value with the existing equipment originally installed in 2012 and 2014. Upgrades were implemented in the past decade. The Eye Glass lenses grinding equipment will include the following:

• ART-Deblocker-2 machines; fully turn-key project. This CLIN will include all the necessary machinery, options, peripherals, consumables, and service & support to replace existing similar, obsoleted equipment in the VISN10 Optical lab. End-state: replacing equipment will be in a fully operational/production state.  A trade-in credit has been applied to this items price.

Quantity – 2

• VFT-orbit-2; fully turn-key project. This CLIN will include all the necessary machinery, options, peripherals, consumables, and service & support to replace existing, similar, obsoleted equipment in the Indianapolis VA Medical Center VISN 10 Optical laboratory. End-state: replacing equipment will be in a fully operational/production state.  A trade-in credit has been applied to items price. Quantity – 2

• Peripheral package to include all the labor and equipment necessary to upgrade production equipment to Windows 10. Quantity – 1

• TRADE-IN value discount of obsolete equipment. The Government is receiving a discount with this vendor. A trade-in credit has been applied to the items price that includes the removal and  return of the ART-Deblocker-2 machines and VFT-orbit-2. Quantity – 1

This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. No solicitation documents are available; however, any firm that believes it that they can meet the requirements may give written notification to the Contracting Officer within 24 hours from the date of publication of this notice. Supporting evidence must be furnished in enough detail to demonstrate compliance. Information must be sent electronically to Contracting Officer [email protected]. Any responses received will be evaluated; however, a determination by the Government as to whether to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
