THIS IS A REQUEST FOR INFORMATION (RFI).   There is no commitment by the Government to issue a Request for Proposal (RFP), make an award, or to be responsible for any monies expended by industry responses to this RFI. This RFI is only for the purpose of identifying current technology, emerging capabilities, trends in industry and industry best practices. An RFP currently does not exist for this effort.

The Naval Research Laboratory (NRL) is seeking technology advancements in systems, sub-systems, and components providing or applicable to a satellite communications (SATCOM) on-the-move (SOTM) application, specifically for land mobile vehicles.  Attached in this RFI is a detailed description and additional information on submission.

This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposals or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or sensitive information contained in their response.  Responses to the RFI will not be returned.

INSTRUCTIONS FOR RESPONDING TO THIS RFI

Information provided in response to this RFI must be submitted no later than 1:00 PM EST on Tuesday, 18 July 2017.

Responses to this notice shall include a Statement of Qualifications/Capabilities Statement package (see attachment for details), as well as the cover letter. The cover letter shall, at a minimum, include the following information:

3. DUNS Number and CAGE Code
4. Business Size and Size Standard/Classification relative to NAICS 541712
