This is a notice of justification for other than full and open competition; no solicitation will be issued as a result of this notice and it is not a request for competitive proposals or quotations. This acquisition is being conducted pursuant to FAR 6-302-1, entitled, "Only one responsible source and no other supplies or services will satisfy agency requirements." On or about August 26, 2011, the National Park Service (NPS) intends to award a single, firm-fixed price service contract to develop satellite imagery for several NPS sites. The contracting officer has approved a sole source for a EMap International, LLC. EMap International uses a proprietary process called ImageBoost enhancement. This process maximizes the image quality and overall usefulness for image classification. The process will maximize the spatial information often hidden behind deep shadows, over-saturation, poor color balancing, and light haze. The NAICS is 541370, Surveying and Mapping Services; the associated small business size standard is $4.5 million. This procurement will be conducted using FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures.
