The objective of the project is to improve existing San Joaquin Pipeline (SJPL) System so that it will allow safe personnel entry to segments of pipelines without a system shutdown. This contract is for the improvement of Phase 1A which focuses on SJPL #2. The scope of work will include 1) uprate a 60-inch butterfly valve on SJPL#2 in the Tesla Valve House; 2) Replace SJPL #2 related crossover butterfly valves by double knife gate valves in Pelican, Roselle and Emery Crossover Vaults; 3) Install 2 Removable Spool Pieces and new vaults at Tesla and Oakdale Portal for SJPL #2. The work is to be performed in San Joaquin County and Stanislaus County, California. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 8.00%. Both San Francisco Small & Micro-LBEs and SFPUC-LBEs (Firms certified by SF Contract Monitoring Division) can be utilized to meet this requirement. The requirement is less than 20% because approximately 40% of the total contract value will be used for purchasing large diameter valves and appurtenances. In addition, constraints such as the location of the work sites (spread across San Joaquin Valley from Tracy to Oakdale) and the construction timeframe (limited to 60-100 days during a yearly water system shut down) reduces the number of subcontractors available to perform work on the Contract. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code. There is a 2-day site inspection. The first day will be held at Oakdale, CA, at 9:00 AM on December 16, 2021 and the second date will be held at SFPUC’s Tesla UV facilities, Tracy, CA, at 9:00 AM on December 17, 2021. The gathering addresses of the site inspection will be provided at the pre-bid meeting. SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and Section 00 45 12 – Safety Prequalification for additional information. A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
