The U.S. Army Contracting Command - Warren (ACC-WRN) WVA Contracting Office located at Watervliet Arsenal (WVA) is issuing this sources sought synopsis to notify any interested parties the Government is considering the sale of scrap identified as high-grade scrap steel alloy turnings.

THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This is a request for information on capabilities and interest and does not constitute a Request for Proposal (RFP); submission of any information in response to this market survey is purely voluntary and the U.S. Government (USG) assumes no financial responsibility for any costs incurred. No funds have been authorized, appropriated, or received for this effort. Data submitted in response to this market survey will not be returned.

ITEM DESCRIPTION:

The Watervliet Arsenal is implementing a pilot scrap program to sell various scrap metals. The goal of this sources sought synopsis is to identify potential interested vendors in this effort.

Since this will start as a pilot program, the Watervliet Arsenal is identifying the potential sale of approximately 24,000 lbs. of high-grade scrap steel alloy turnings.

NOTES:  For any future actual sales, the following would apply.

  1. Actual scrap sale solicitation will be posted to beta.SAM
  2. Proposals would be submitted per pound using the attached sample form:  SF 114A-C
  3. 20% of proposal must be submitted by winning offeror prior to removal of material; within five calendar days of contract effective date. 
  4. Remaining payment due upon actual removal
  5. Vendor MUST use https://www.pay.gov/public/home to make all payments
  6. The number of pounds of scrap is an estimate; vendor would weigh truck upon arrival and departure at WVA to determine actual weight of scrap.
  7. Contractor shall pay all freight costs.
  8. Contractor is responsible for all shipping losses.
  9. After any pilot sale, it is anticipated WVA would identify scrap types and approximate weights for a 6-month period for vendors to bid. Vendors would then remove scrap on a weekly basis

INTERESTED PARTIES.  The Government requests interested parties to submit information on any company that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. The description should also include any anticipated needs for sub-tier vendors.

Responses will be reviewed by U.S. Army Contracting Command - Warren (ACC-WRN) (WVA), Watervliet Arsenal and the US Army personnel only and will be held in a confidential manner.
