This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-56. (iii) This solicitation is a total small business set-aside, NAICS 423910, Sporting and Recreational Goods and Supplies Merchant Wholesalers with a small business size standard of 100 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the lowest price for the Government. The National Park Service is seeking a qualified contractor to furnish and deliver a American 18 Sailboat (complete package: (boat, sails and galvanized trailer) or equal: Performance Specification for Sailing Program Sailboat. The Jamaica Bay Sailing Program operates with American 18 sailboats manufactured by the American Sail Inc., Charleston, SC. The Jamaica Bay Sailing Program requires an additional sailboat for its program. The requirement is for an American 18 Sailboat or equal. To be considered equal the offered sailboat must meet the following salient characteristics: Length 16' - 19' Beam 6' - 8' Total Sail Area 100 - 200 sq feet Main Sail and Jib Sail required Weight of vessel 480 - 500 lbs Mast height approximately 25' 6" (compatible to boat size) Overhead Boom Removable centerboard or swing keel required Self Scupping Capacity 6 persons and total maximum weight capacity no less than 1100 lbs. Positive flotation required Award will be made to the lowest priced quote offering a sailboat meeting the above characteristics.
