General Specifications

1.0 General

1.1 This statement of work solicits competitive quotes for the building of six sails.
1.2 The bidding closing date is September 14, 2015.
1.3 Bids must can be posted in response on the FedBizOpps.Gov site or emailed to the [email protected].
1.4 The Contract Specialist for this contract is Wendy Turner who can be reached via email at [email protected]. The Contracting Officer's Technical Representative (COTR), BMC John Elsbree, can be reached via email at [email protected]. The alternate Contracting Officer's Technical Representative is BOSN Erin Stapleton who can be reached via email [email protected].

2.0 Construction Specification

2.1 Selected contractor will construct the sail listed and described below. A reference drawing is provided with each sail description to give the sail maker a general sail layout.
2.2 The contractor may deviate from the attached specifications to take advantage of new technologies or enhanced construction processes, however, any deviation from these specifications must be recommended by the COTR and approved by the KO before implementation.

3.0 Site Visitation and Inspection

3.1 In order to evaluate materials, workmanship and progress, the contractor will allow reasonable access by the COTR or other USCGC EAGLE personnel to the construction facilities.

4.0 Delivery and Acceptance

4.1 The final acceptance date for the sails is 15 January 2016. As of this date, the COTR must have received all sails. Delivery of sails may be coordinated with the COTR.
4.2 Transportation expenses for delivery of completed sails or return of unsatisfactory sails shall be borne by the contractor.
4.3 Final acceptance of delivered sails occurs at the time they have been successfully test set and the COTR is satisfied and provisions of the sail construction statement of work have been met. Any further work, after acceptance, is the responsibility of the ship's force.
4.4 The ship's force will have 1 calendar week to bend on, test set and strike down if necessary. An unsatisfactory sail will be for pickup by contractor. The COTR will provide the contractor with a discrepancy list for each unsatisfactory sail.
4.5 Once a sail is accepted by the COTR, the contactor will provide the COTR with an as built, archival copy of the patterns and a list of materials used in the construction of each sail.
