This requirement is for SAGE STM Journal Package

NOTICE OF INTENT TO AWARD SINGLE SOURCE:  The NAICS Code is 519130. Air Force Research Lab (AFRL/PZLET), Wright-Patterson AFB, OH, contemplates awarding a single source purchase order as authorized by FAR 13.106-1(b)(1)(i) to SAGE Publishing. 

DESCRIPTION OF REQUIREMENT - BOM is Attached

AFIT requires a 12-month electronic subscription to a collection of E-journals with unique research content not offered elsewhere, as a package subscription to leverage savings and increase content coverage for AFIT research.

The collection will be provided through IP authentication on the internet, and will feature or contain all of the following elements and features:

• Electronic access to more than 310 peer-reviewed journals in science, technology, and mathematics (Over 400,000 articles).
• Content ownership of the subscribed content published by the vendor during the term of the agreement. (In this case, 2023)
• Archival title access back to 2000, where available, is included while a current subscription is maintained.
• Scholarly and professional research published in partnership with over key professional societies
• Journals are indexed in a variety of vendor-furnished discovery tools, including EDS (EBSCO), which AFIT subscribed through a separate vendor.  Integration of content to those indexes improves utilization of the government investment this requirement.
• COUNTER 5 usage statistics available for download
• Article-level metrics by Altmetrics

The vendor quote for the "SAGE STM" package from Sage Publications is suitable to this requirement.

Period of performance: 01 January 2023 to 31 December 2023.

This Notice of Intent is not a request for competitive proposals.  A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any responses should be e-mailed to BOTH the Primary Contracting Officer and the Buyer.  Email the PCO at: [email protected] and the Buyer at:  [email protected], no later than 12 DEC 2022 at 12:00 PM Eastern Time.  Only responses received by this date will be considered.  All questions should be directed to the Primary Contracting Officer at:  [email protected]
