2. The North American Industry Classification System (NAICS) code is 561990 - All other support services. Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/, in order to be considered for award.
3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplates an award of a Firm Fixed Priced purchase order contract resulting from this solicitation.
4. Description of services: In order to mark approximately 125 miles (one quarter) of fences in high priority sage grouse habitat, USDA NRCS UT will need 250,000 fence markers. Each marker must be made from white or dark (dark red, dark green, or black) ½" vinyl undersill ( J channel) trim cut to 3 inches in length (see below). 90% percent of the markers need to be white and 10% percent need to be dark. The markers need to be boxed and ready for pickup or shipping.
This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all capability statements or quotations received prior to the RFQ close date will be considered by the USDA NRCS.
5. The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the best value in terms of technical capability and price. All non-price factors (i.e., technical capability and past performance) are significantly more important than price.
6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. (Accessible at the FAR Site, http://farsite.hill.af.mil)
7. Submit the following documents in response to this RFQ:
a. Quotation Cover Page (SF 1447 respond to all 4 line items 250,000 pieces, 500,000 pieces, 750,000 pieces and 1,000,000 pieces)
b. Technical Capability Statement (describe how the company will effectively and efficiently cut the 12' foot pieces to 3" pieces for boxing and shipping)
d. Past Performance (A list of past performance including contact number and name of agency that awarded )
8. Offers are due on August 16, 2013 5:00 PM MST. All questions/inquiries must be submitted to the Contract Officer via electronic mail (e-mail) not later than 5:00 PM MST on August 12, 2013. Inquiries submitted via telephone calls will be re-directed to an e-mail submission. NOTE: Both the Technical Proposal and Pricing Proposal (10 page maximum) should be submitted as separate documents. Technical proposal should include the companies ability to complete the requirement within 90 days from the date of notification of award.
