This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number HSCENV-08-Q-00019 is issued as a request for quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This is an unrestricted solicitation, small business concerns are encouraged to participate. The applicable North American Industry Classification Standard code is 335912. The small business size standard is 1000 employees. The DHS ICE anticipates award of a firm fixed price purchase order. The items requested are as follows, name brand only, no substitutions: 0001 Battery Packs of 4 SAFT cells per drawing attached (See Attachment 1), 350 each. 0002 SAFT LSH20 with tabs “D” size lithium batteries, 235 each. 0003 SAFT LSH14 with tabs “C” size lithium batteries, 550 each. 0004 Shipping, 1 lot. The following items are requested to be delivered to Lorton, Virginia 22079. Frequently Ask Questions are submitted as Attachment 2 and no samples battery backs are available. The following provisions and clauses are applicable and incorporated by reference. 52.212-1, Instructions to Offerors—Commercial; 52.212-2, Evaluation—Commercial Items, Quotations will be evaluated on best value, to include being technically acceptable, delivery terms and the lowest price. The government reserves the right to not award to the lowest offeror. All offeror’s who submit a quotation shall submit enough technical detail in their quotation to allow the government to evaluate their understanding of item 0001 Battery Packs. 52.212-4, Contract Terms and Conditions—Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, Mark an x next to items (16),(17),(18),(19),(20),(21),(24) and (36); and HSAR 3052.209-70 Prohibition on contracts with corporate expatriates (Jun 2006).
