The U.S. Department of State intends to award a noncompetitive purchase order to SafeNet, Inc. 1655 North Fort Myer Drive, Suite 1150 for upgrade and maintenance of SafeNet Security Management Encryptors. This purchase will be made as an Other than Full and Open Competition as authorized by 41 USC 253(c)(1), FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The anticipated award date is June 2009. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for this sole source procurement is only one responsible source and not other supplies or services will satisfy agency requirements. This procurement is a continuation of existing services in support of existing “SafeNet” hardware. The vendor has to be SafeNet because the hardware already in the production network is from this vendor. Therefore, the network management server software would have to be from the same vendor. If ENM was unable to upgrade the SMC they would be unable to support the customer in their encryption requirements in a timely fashion as well as any future requirements. Market Research was not conducted because this is a continuation of existing services so no other vendors were considered
