Pre-Solicitation Synopsis

This announcement is a Pre-Solicitation Synopsis, issued in accordance with FAR Part 5, Publicizing Contract Actions, and serves as notice to all potential offerors that the 48th Contracting Squadron (48 CONS), RAF Lakenheath, Building 977, Boston Drive, Brandon Suffolk IP27 9PN, United Kingdom; anticipates the release of a formal Request for Proposal (RFP) under solicitation number FA558721R0001 for a single award, Simplified Acquisition of Base Engineering Requirements (SABER) Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity Contract (IDIQ).

The North American Industry Classification System (NAICS) code for the forthcoming solicitation is 236220, Commercial and Institutional Building Construction.

The Product Service Code (PSC) for the forthcoming solicitation is Z2AA, Repair or Alteration of Office Buildings.

48 CONS is advertising its intent to post the RFP late in the Third Quarter or Quarter Four of 2021. While no exact posting date has been identified at this time, the Government intends to post any forthcoming solicitation for 60-90 calendar days.

The contract resulting from the solicitation will be performed at RAF Lakenheath, RAF Feltwell, and RAF Mildenhall. The three installations listed occupy an area comprised of approximately 18 square miles (45 square kilometers), primarily situated in Suffolk county in the United Kingdom.

The Government intends to execute the contract as a five year (60 month) effort with an anticipated ordering period start date of 1 March 2022 and an anticipated end date of 28 February 2027.

The Government intends to issue the solicitation under full and open competition procedures, with an anticipated award date of 1 March 2022. The formal announcement of the RFP will provide all applicable documents for this requirement.

A site visit is scheduled at RAF Lakenheath. However, this date is expected to shift based off the actual posting date. The Government intends to hold the site visit approximately 30-45 days after the initial posting of the RFP.
