Furnish all necessary supervision, personnel, equipment and supplies necessary to perform shelf stocking, custodial, and receiving/storage/holding area services at the Eglin AFB Commissary, located at Eglin AFB, FL, in accordance with the government's Performance Work Statement (PWS). The base period of performance is October 1, 2002 through September 30, 2003. The solicitation also includes four (4) one-year option periods. The solicitation is 100% set-aside for small business concerns. The government also anticipates that this requirement will be placed on the Procurement List under the provisions of the Javits-Wagner-O'Day (JWOD) Act (41 U.S.C. 4646-48C). However, under Commercial Cost Comparison (C3) solicitation procedures, offers submitted in response to this solicitation will be reviewed in conjunction with the price submitted under the provision of the JWOD program. If the JWOD price is more than 15% of the otherwise successful offeror's price, an exception to the government's mandatory use of the Procurement List will be granted and an award will be made to the successful commercial offeror.
