This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize the electrical utility system with cogeneration production at Francis Gabreski Airport Air National Guard Base in Westhampton Beach, New York. Contractor will be required to submit a proposal to provide (furnish and install) a state-of-the-art, highly reliable, Contractor–Owned and Contractor-Operated (COCO) Combined Heat and Power (CHP) plant with a capacity to accommodate both the current demand of Francis Gabreski Airport Air National Guard Base along with a projected growth in demand. The Contractor shall design/build, own, operate, maintain, repair and replace all components subject to the terms of an associated Right of Way (ROW) document. The CHP plant shall include a highly efficient heat recovery system for purposes to including space heating and hot water supply. The heat recovery system will be isolated from electricity distribution. The Current Peak Load (CPL) of Francis Gabreski Airport Air National Guard Base is approximately 900kW with a Design Peak Load (DPL) of 1125kW. The CHP is to be equipped with industry-standard-sized generators. Design shall be energy efficient and have supplies of two different types of available fuel – one fuel designated as the primary and another as the secondary backup fuel. The system shall be sufficiently sized for providing uninterrupted operations. The land at Gabreski is leased from the county (airport authority) with a lease expiration date of 2041. The Contract proposal shall include design and construction along with repair, replacement, operating and maintaining the plant until the lease expiration in 2041. At this time, no solicitation exists: therefore, DO NOT REQUEST A COPY OF THE SOLICITATION.
