In support of RAF Alconbury and RAF Upwood, the government intends to award a contract for linen services. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. This is a Request for Proposal (RFP), Performance Price Trade-Off (PPTO) solicitation. Award will be based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. This will be awarded unrestricted. The NAICS code for this requirement is 812320. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the performance work statement, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, which should be on or about 19 September 2006 and any other pertinent information and for downloading their own copy of the solicitation package and attachments. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) at web site http://www.ccr.gov/ and http://orca.bpn.gov/. Per AFFARS 5352.201-9101 an ombudsman had been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g. agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
