REQUIREMENT: Temporary Life Support Services for UAE Army Contracting Command Qatar has a requirement for a contractor to provide the following to a location in the United Arab Emirates (UAE): 1) provide port-a-johns (portable toilets) and perform latrine sanitation services; 2) grey/black waste water removal services; and, 3) bulk waste removal/dumpster trash pick-up services and associated pest control. The contractor shall provide all labor, material, quality control, supervision, transportation, tools and equipment and any other items necessary to accomplish all contract requirements. This will be Firm-Fixed-Price, Indefinite Delivery, and Indefinite Quantity (IDIQ) contract with the base period to be 60 days in duration and option period(s) that may be up to 90 days in length. In accordance with UAE labor and immigration laws, the contractor must be able to legally do business in the UAE on the 1st day of the contract's performance period. The contractor shall have the ability to be vetted through U.S. Army, U.S. Department of Defense and/or U.S. Department of State security screening. Prior to, and as a condition of, contract award, the U.S. Government will inspect the apparent awardee's delivery procedures, vehicles and facilities. Scope of Work: The contractor shall provide portable toilet and sanitation services for up to 500 personnel living onsite. Portable toilets shall be western-style with a urinal and a hand sanitizer dispenser. All estimates shall initially be based on 15 portable toilets, 2 dumpsters and 1 daily service of waste water for 60 days. The contractor shall remove sewage at each cleaning to include non-sewage trash. The contractor shall provide dumpsters that are 7 cubic meters in volume. The contractor shall empty all dumpsters onsite and properly dispose of trash inside dumpsters and within 25 meters of each dumpster. The contractor shall provide pest control services around the dumpsters. The contractor shall remove grey and black water from Government furnished equipment and containerized dining facility tanks. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. This market research will be used to help identify sources capable of providing the required service and deliverable. Prospective offerors are requested to complete and return a Capabilities Statement as described below to determine which companies possess the capability, experience and financial ability to perform the requirements of the proposed contract. The Government is in no way obligated to do business with, or to enter into, any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. Proposals will be evaluated using best value, Lowest Price-Technically Acceptable evaluation procedures pursuant to FAR 15.
