Space and Naval Warfare SystemsCenter (SPAWARSYSCEN) Atlantic,
intends to award a commercial, sole-
source contract IAW FAR Part 13, to
Intelsat General Corporation, 6550
Rock Spring Dr 450, Bethesda, MD
20817. The proposed acquisition is to
reserve and obtain selected services of
an existing communications satellite
(SKYNet-4C) for National Science
Foundation (NSF) data communications
between the Continental US and South
Pole Station Antarctica. The
procurement includes incidental
engineering services to support system
implementation, as well as
procurement and testing of the South
Pole Ground Terminal. The SKYNET-4C
will replace the MARISAT-F2 satellite
which was de-orbited in October 2008.
Since the de-orbiting of the MARISAT-
F2, NSFs South Pole data link to the
rest of the world has bee significantly
limited. NSF has identified the satellite
SKYNET-4C as having both the
inclination required and capacity
available to replace the MARISAT-F2 in
this critical role. The SKYNET-4C is the
only available commercial satellite that
can communicate with the South Pole
Station; therefore, Intelsat in the only
known source for these services.
A Firm Fixed Price, Indefinite Delivery,
Indefinite Quantity type contract is
anticipated with a one-year base period
and four one-year options. The
applicable North American Industry
Classification System (NAICS) code is
517410 and the size standard is $15
million. This notice is not a request for
competitive proposals. Any response
to this notice is due no later than 20
