This is a second amended Notice of Intent adjusting the date for a vendor that believes it has the capability to perform the contract, and can meet the full arrest authority requirement, to provide its capability statement and company profile to the Contracting Officer by September 22, 2016. No other changes have been made to this Notice of Intent to award to the Broadwater County Sheriff Office in Montana.

Notice of Sole Source Intent

This notice is not a request for competitive quotes.

The Bureau of Reclamation, Great Plains Regional Office intends to award a contract for Law Enforcement Patrol services to the Broadwater County Sheriff Office for Canyon Ferry Reservoir, structures, and land located in Broadwater County, Montana. Reclamation has authority to establish contracts with local law enforcement agencies to enforce state and local regulations, as appropriate. Reclamation has found the Broadwater County Sheriff's Office to be the only source with full arrest authority in Broadwater to successfully complete the required law enforcement and patrol services.

The resulting contract will be for a 12 month base period, and include 4 additional 12-month option periods.

Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition is being prepared. The Government anticipates award around on or around November 14, 2016; services to begin December 1, 2016. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer.

In order to allow for sufficient Government consideration and potential quote evaluation, vendors must submit their written Letter of Interest no later than September 22, 2016. Responses received after September 22, 2016, may not be considered by the Government. Responses to this notice can be mailed to the Bureau of Reclamation - GP-5000; PO Box 36900; Billings, Montana 59107, faxed to 406-247-7798, Attn: Amanda Somerville, or e-mailed to [email protected]. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or an "other than small business" under North American Industry Classification System (NAICS) Code 561612. The applicable Small Business Size Standard is $20.5 million.

A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury's Internet Payment Platform located at www.IPP.gov.
