NASA/DFRC has a requirement for Solid Waste Management and Recycling Services atthe NASA Dryden Aircraft Operations Facility in Palmdale, CA.NASA/DFRC intends to issue a five year blanket purchase agreement for solid wastemanagement and recycling services to Waste Management, Inc., 1001 Fannin St, Ste 4000,Houston, TX 77002-6711 due to an exclusive franchise agreement for such services betweenthe City of Palmdale and Waste Management, Inc. The NASA Dryden Aircraft OperationsFacility is located within the jurisdiction of the City of Palmdale, therefore thefacility is subject the use of Palmdale's franchise utility providers. The Government intends to acquire commercial services using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon November 10, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
