The USDA, Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) intends to issue a sole source Blanket Purchase Agreement (BPA) using FAR PART 13.303 procedures to North Carolina Department of Agriculture and Consumer Services (NCDA&CS) for collecting cattle brain stem samples for Bovine Spongiform Encephalopathy (BSE) Testing. The Contractor is responsible for collecting the brain stem samples from the targeted cattle population for testing, deliver the samples to the assigned testing laboratory, and to properly dispose of the animal carcasses following sample collection. NCDA&CS, will provide all personnel, labor, supervision, supplies, equipment and material to collect the BSE samples. The proposed contract action is for the collecting services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
